1 EXPANSION JOINTS - ALGR had earlier identified a concern regarding the removal of ether foam between the control buildin's and the fuel handling building walls (See Memo to Case File dated 6/8/84).

ALGR explained that attempts were made to remove the foam using cables with hool.s. He said the cables were powered by air. ALGR is concerned that the hooks may have caught r,h conduit which ran between the two walls and danaged or loosened the conduit. ALGR, did nct know which level any damage might have occurred. ALGR enplained that there is an area where you can view some of the .

remaining foam. He described this area as B Level of the Control Building, Unit 2 side where you enter into the fuel handling building. He explained that in this area you can remove some plyboard from some joints and see the foam.

I told ALGR that I celleved that the " whistle blowers" law only applied to individuals who identify concerns o the federal government and not to private corporations. I toic him I would attempt to get some additional information on this.

I told ALGR thet we would lile to contact the GFC Ouality Concerns Program and review their review of his concerns but we w .ul d not be able to do that without divulging his identity.

ALGF atted that we wait a weel or so before proceeding with this resiew. He said he would call me baci in about a weel..

I e:: p l ai ned to ALGR that the intale structure was not classified as a safety related system. However, an flooding evaluation was

-in progress and the intal e structure was included in this evaluation to determine the effects should the structure fail.

ALGR also described two areas where concrete pours had been made prior to the removal of all trash. One area was around the reactor where neutron detector slots are located. The other area was around the 5 way restraint area. where there are penetrations for steam to run to the turbine building. ALER e>:pl ained that he did not 1. n ow the proper terms for the locations. I suggested that we have another telephone call and I would attempt to get an engineer to sit in so that we might get a better understanding as to the specific locations he was talling about. .

ALGR stated that there is was a pipe in the control building with water running through it (11 the time. He did not 1.n ow where the water was coming from but he had heard that there was an underground spring on the plant site. He had heard that there had been some problems with bact. fill sini:ing when the initial construction began.

ALGR stated that his main concern was with the GPC Ouality C He feels that he'was mistreated and Wor.-'ensProgram.
