Dear Ms. Fowler:
This is in response to your letter dated March 20, 1985, in which you requested,
pursuant to the Freedom of Information Act (F0IA), nine categories of records
related to Inspection Report Nos. 50-424/85-04 and 50-425/85-04 regarding the
Vogtle nuclear power plant.

Subject to your request are Allegation Case Files RII-84-A-0094 and RII-84-A-0156.
'
Portions of File RII-84-A-0094, identified by asterisks on the enclosed
Appendix A, have been deleted in order to protect the identity of an individual
who provided information to the NRC as a confidential source and the identities
of other individuals for which unsubstantiated allegations were made. This
information is being withheld from public disclosure p)ursuant to Exemptions (6),
10 CFR 9.5(a)(6), (7)(iii), and (7)(iv) of the Commission's regulations.
Portions of the documents on Appendix B have been deleted, as indicated by
asterisks on the enclosed Appendices. The deleted information contains
unsubstantiated allegations involving several licensee employees.
Because the
disclosure of this information would constitute an unwarranted invasion of
personal privacy, it is being withheld from public disclosure pursuant to
Exemptions (6) and (7)(C) of the F0IA (5 U.S.C. 552(b)(6) and (7)(C)) and
10 CFR 9.5(a)(6) and (7)(iii) of the Commission's regulations.
Copies of the documents on Appendices A and B which are being disclosed in
whole or in part are being placed in the hRC Public Document Room (PDR)
located at 1717 H Street, NW, Washington, DC 20555. These documents will
be filed in PDR folder F01A-85-221 urder your name. We are enclosing a
no+. ice that explains the procedures and charges for obtaining records from
the PDR. Copies of these records are also being made available for inspection
at no charge or copying at a nominal charge at the NRC Local Public Document
Room (LPOR) for the Vogtle plant. The LPDR is located at the Burke County
Library, 412 4th Street, Waynesboro, GA. Access to the records may be
obtained by contacting Ms. Gwen Jackson at 404/554-3277.

Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined
that the information withheld is exempt from production or disclosure, and
that its production or disclosure is contrary to the public interest.
The
persons responsible for this denial are the undersigned and Mr. J. Nelson Grace,
Regional Administrator, NRC Region II.
This denial may be appealed to the Comission's Executive Director for Operations
within 30 days from the receipt of this letter. As provided in 10 CFR 9.11,
any such appeal must be in writing, addressed to the Executive Director for
Operations, U.S. Nuclear Regulatory Commission, Washington, DC 20555, and
should clearly state on the envelope and in the letter that it is an " Appeal
from an Initial F0IA Decision."
This completes action on your request.
