PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollars ($50,000) will be issued on or about May 15, 1986 to South Carolina Electric and Gas Company. This action involves the licensee's failure to comply with plant technical specificaticns in that one of two independent component cooling water and servica water loops was inoperable in excess of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this action. The schedule of issuance and notification is:

Mailing of Notice April 15,1986 Telephone Notification of Licensee April 15,1986 A news release has been prepared and will be issued about the time the licensee receives the Notice. The State of South Carolina will be notified.

The licensee has thirty days from the date of the Notice in which to respand.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
