PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $50,000 will be issued on or about September 22, 1986 to South Carolina Electric and Gas Company. This action is based on two violations of technical specification requirements related to the charging pumps. One violation involves the circumstances in which none of the three charging pumps would have automatically started for approximately 131 hours0.00152 days <br />0.0364 hours <br />2.166005e-4 weeks <br />4.98455e-5 months <br /> under the conditions of a loss of off-site power followed by a safety injection signal. This situation occurred while an emergency diesel generator was removed from service for maintenance. The second violation involves rendering inoperable two charging pumps for approximately 110 hours0.00127 days <br />0.0306 hours <br />1.818783e-4 weeks <br />4.1855e-5 months <br /> because of the position of a control switch for one pump and electrical interlocks for the second pump under certain conditions.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this action. The schedule of issuance and notification is: ,

Mailing of Notice September 22, 1986 Telephone Notification of Licensee September 22, 1986 A news release has been prepared and will be issued after the licensee receives the Notice. The State of South Carolina will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
