December 31, 1985 EN 85-85 0FFICE OF INSPECTION AND ENFORCEMENT NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee: South Carolina Electric and Gas Company V. C. Summer Docket No. 50-395

Subject:

PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount will- be issued on or about January 3,1986gf to the Fifty Thousand South CarolinaDollars Gas and ($50,000)

Electric Company. This action involves the failure to meet Technical Specification requirements for low head safety injection for approximately one hour and fifteen minutes when the plant entered Mode 3 on August 23, 1985. The action also involves the failure to meet operability requirements for overpressure delta temperature trip instrumentation circuits in that automaticall" adjusting trip setpoints varied in a nonconservative direction on an average temperature decrease.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this action. The schedule of issuance and notification is:

Mailing of Notice January 6,1986 Telephone Notification of Licensee January 6, 1986 A news release has been prepared and will be issued about the time the licensee receives the Notice. The State of South Carolina will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
