IMPOSITION OF CIVIL PENALTY - $50,000 m
By EN 86-19 dated April 10, 1986 the Commission was notified of the intent of IE 'to issue a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of ($50,000) to South Carolina Electric and Gas Company. This action was based on a violation involving the licensee's failure,to comply with plant technical specifications in that one of two independent component cooling water and service water loops was inoperable in excess of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.
The licensee responded to-the Notice in letters dated May 15 and 23,1986.
After careful consideration of the licensee's responses, the staff has concluded that the violation did occur as set forth in the Notice of Violation and Proposed Imposition of Civil Penalty. and that sufficient bases for reduction-of the proposed. severity level or. mitigation or remission of the proposed civil penalty
.were not provided in their responses.

Accordingly, an Order Imposing Civil Penalty in the amount of $50,000 has been issued today. Under the terms of the Order, the licensee may within 30 days of the date'of the Order, pay the civil penalty or request a hearing.
