PROPOSED IMPOSITION OF CIVIL PENALTY - $62,500 This is to inform the Connission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Sixty-Two Thousand Five Hundred

($62,500) will be issued on or about March 2, 1989 to South Carolina Electric

& Gas Company. This action is based on multiple significant failures to control access to the protected area of the plant.Section I of the Notice concerned general access control violations and the violations in Section II concerned an event in which a terminated employee was allowed access to the site without fulfilling the authorization, badging, or search requirements. The escalation j and mitigation factors were considered and the base amount of the civil penalty for the violations in Section I was mitigated 75% due to the licensee's identi-fication of the violation and'the corrective action taken once it was identified.

Although mitigation was considered for the violation in Section II due to the licensee's prior good perforn.ance in the area of security, this was offset by the serious breakdown in access' control evidenced by the event.

It should be noted that the licensee has not been specifically informed oi the enforcement action. The schedule of issuance and notification is:
