. NOTICE OF VIOLATION Detroit Edison Company Docket No. 50-341 As a result of the inspection conducted on December 16, 1986, through February 2, 1987, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the following violation was identified:

Limiting Condition for Operation 3.6.3 requires primary containment isolation Valve E51-F007 to isolate automatically on low reactor core isolation cooling steam supply pressure, high reactor core isolation cooling steam line flow, high reactor core isolation cooling turbine exhaust diaphragm pressure or high reactor core isolation cooling equipment room temperature in Operational Conditions 1, No. 2 and No. 3.

Limiting Condition for Operation 3.0.4 states, " Entry into an OPERATIONAL CONDITION or other specified condition shall not be made unless the conditions for the Limiting Condition for Operations are met without reliance on provisions contained in the ACTION requirements. This provision shall not prevent passage through or to OPERATIONAL CONDITIONS as required to comply with ACTION requirements. Exceptions to these requirements are stated in the individual Specifications."

Contrary to the above on August 4, 1986 and five occasions prior to that date, the plant entered into OPERATIONAL CONDITION 2 and 3 with Valve E51-F007 incapable of automatically isolating on low reactor core isolation cooling steam supply pressure, high reactor core isolation cooling steam line flow, high reactor core isolation cooling turbine exhaust diaphragm 3ressure or high reactor core isolation cooling equipment room temperature in tlat the valve would only go 95% closed when these parameter setpoints were reached.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
