a n < m a .,e 5.1.2 The underwater camera should be positioned away from the source term to extend and protect the dose sensitive equipment of the camera, while maintaining the visual surveillance necessary.

5.2 Equipment The following equipment is used during execution of this procedure:

l o Basket Strainer (" drop-out can") l l l 5.3 Operating Steps NOTE: Prior to start of work, ensure PGE Certified Fuel Handler is present.

l 5.3.1 Using the TNP fuel handling tool, move the waste storage baskets to the spent fuel pool transfer canal. Place in storage rack or in the work platform storage slots.

l 5.3.1.1 Use vacuum as necessary to assist removal of debris from containers and maintain water clarity.

5.3.2 Place debris transfer cans directly on the work platform.

1 5.3.2.1 Select a waste storage basket from the storage rack and move to an empty slot in the work platform.

b. Greater Than' Class "C"(GTCC) waste Cut the flux thimble tubes stored in the spent fuel pool cells DD12, A13, and A14 into lengths, based on undenvater survey data conducted by PGE Radiation Protection. Place the cut flux thimble tubes into a separate container.
c. Non-fuel Bearing Components (NFDC)

Place the NFBC (i.e., grid straps, thimble screws, lock wires springs and other NFBC matedal found during the segregation process with the exception of any bottom nozzle plates) into a separate container for re-storage in the spent fuel pool.

d. Fuel Bearing Components (FBC)

CAUTION 5.3.4.1 An extensive effort will be made to insure that no fuel cladding, with or without fuel, will be placed into the steam reforming system.

  • Cut and cdmp pieces of fuel cladding if necessary, to prevent additional spillage of fuel pellets, and place into a separate container for re-storage in the spent fuel pool.
  • Place any other fuel bearing components (other than material contained in the underwater vacuum filters) into the same containers as the fuel cladding for re-storage in the spent fuel pool.

e. Low Level Waste (LLW)

Segregate material which is not spent fuel or does not contain spent fuel or does not meet the classification requirements of GTCC waste into separate containers for inventory and disposition as ' l LLW. l l 4

l 1 l Prior to vacuuming, segregate any discreet pieces of the filter l flanges using the gripping tools; rinse, survey and handle as LLW. l j

I After vacuuming, open the drop out can and remove the large l basket strainer, estimate the amount of filter flanges contained in l the basket. Survey and handle as LLW. Rinse, if required, then l resurvey. l l l After vacuuming, remove the small basket strainer from the vacuum l pump, estimate the amount of filter flanges in each basket. Survey l l and handle as LLW. Rinse, if required, then resurvey. l l

6.0 RETRIEVAL OF PELLET l This section provides guidance for unloading, identifying and segregation of the spent fuel pellet that is stored in a shielded 55 gallon drum located on the 93' EL of the spent fuel building.

The 55 gallon drum containing the shielded container will be moved to the transfer canal for material segregation. The shielded container inside the 55 gallon drum is removed, placed on the sorting table. The pellet will be identified and segregated from any tape or otha debris that might be in the shielded container. Once the fuel pellet has been segregated from any other debris that is present, it will be repackaged into a process can

and stored to wait for processing or removed from the transfer canal to the steam l reformer. (Refer to SNM Accountability Procedure) 6.1 Notify health physics that the 55 gallon drum containing fuel fragment is ready to be relocated.

6.2 Transfer 55 gallon drum to the fuel pool transfer canal area.

6.3 With health physics personnel in attendance, remove cover of 55 gallon drum.

6.4 Health physics will survey shielded container prior to attaching lifting devices to shielded container.

l 6.5 Attach lifting devices to the shielded container containing the fragmented fuel pellet and place container on the work platform.

a. Remove the container's contents using remote grippers, cutters, and other tools,
b. Survey the duct tape and ALARA coat material containing the fuel fragment.
c. Place materials containing the fuel fragment in a process can.

( 6.6 Visually inspect the cleaned debris container using the underwater CCTV system to verify and record that all the material was removed.

7.0 RECORDS

, 7.1 A waste inventory will be generated listing contents in each capsule / debris canister packaged.

The PGE waste Storage baskets DBPI (cell GG13), DBP2 (cell FF13), DBP3 (cell EE12), and DBP4 (cell l j FF12) each contain 0.19 kg final uranium based on Trojan's Annual reporting requirements under NUREG l 0430. Accountability of the SNM contained in these four waste storage baskets must be strictly controlled i and documented. The following procedure will be used to document the location of the Trojan SNM. ,

1. The waste storage basket number will be documented when it is moved from the Spent Fuel Pool to  !
the Transfer Canal.

2. l The number of each Process Can used to contain the debris and the number of the waste storage i basket the debris was removed from will be documented. j
3. Debris from one PGE waste storage basket will not be combined with the debris from another PGE I

waste storage basket into one Process Can. If the last contents of one PGE waste storage basket is emptied into a Process Can, that Process Can will be processed in the steam reformer. A new l Process Can will be started for the next PGE waste storage basket.

4. As each PGE waste storage basket is empded, the 0.19 kg final uranium will be averaged over the l total number of Process Cans used to empty the basket. Each process Can will then be hmented l

to contain that amount of SNM. Each Process Can ID number will then be designated as the new storage vessel for the SNM. The can ID number, its temporcry storage location, and the PGE waste storage basket the material was taken from will be documented and verified by the PGE Certified Fuel Handler.

i l S. Following steam reformation, the Process Can will be placed into the Process Can Capsule. The l Process Can I.D. number, the average SNM contents, and the Process Can Capsule I.D. number will

! be documented.

6. Once each Process Can Capsule is fdled with the five Process Cans, the I.D. numbers of all five Process Cans and their total average SNM contents will be documented. The total average SNM and i the Process Can Capsule location will then be documented as the new SNM storage location. If the Process Can Capsule is moved to the Spent Fuel Pool for storage, its location will be documented.

Verification of the I.D. numbers and the final storage location will be verified by the PGE Certified Fuel Handler, j 7. If during the debris removal from any of the PGE waste storage baskets, other than those identified

above, additional fuel pellet (s) are found, the amount of spent fuel found will be documented and j verified by the PGE Certified Fuel Handler. The Process Can number in which the material contammg the fuel pellet (s) are placed will be documented. If possible, this Process Can would then be stored in a Process Can Capsule containing Process Cans for the PGE waste storage baskets DBP1, DBP2, DBP3, and DBP4. The pellet (s) will be in addition to the average known SNM currently being carried on the inventory. The PGE Certified Fuel Handler will notify the SNM Custodian of the finding as soon as possible following verification.
