O PAGE 2 OF 2 reason to suspect the existence of any defect or noncompliance which could adversely affect public health and safety from nuclear power plant operations. A supervisor who has been notified of a suspected defect shall assure that it is evaluated for reportability in accordance with WDP 700-4 and 10 CFR 21.

POSITIOW DESCRIPTION Manamer. Nuclear Quality Assurance POSITION PURPOSE Provide expert QA technical guidance and staff support to all PGE nuclear projects and nuclear operating plants to ensure compliance with all federal and state thermal nuclear construction and operating regulations and to ensure equipment and plant reliability.

ACCOUNTABILITIES 1.

Contribute to the safety and reliability of PGE's nuclear generating plants.

2.

Ensure that PGE meets the committed QA requirements of the federal and state operating licenses.

3.

Ensure the compliance and assess the effectiveness of implementation of the PGE QA program and procedures.

4.

Provide technical QA support to Plant Operations, Engineering, Purchasing, Construction, Operations, Records. Security. Risk Management, and other PGE departments.

5.

Ensure that the productivity and effectiveness of the QA Department staff is maintained.

FUNCTIONAL RESPONSIBILITIES 1.

Develop and maintain the company's QA programs, plans, and procedures in accordance with all applicable federal and state regulations and industry engineering standards.

. Assist in the development and maintenance of PGE licensing documents.

2.

Develop and direct the QA audit programs of PGE departments, operating plant, construction projects, contractors, and suppliers, recommending corrective action and/or modification of their QA programa and procedures.

. Exercise stop work authority as appropriate to stop activities that pose a serious risk to life or property except to shut down plant when it is in a critical operations mode.

. Develop, direct, and maintain the QA record-keeping system.

. Maintain liaison with government and inspection / enforcement agencies.

ACCOUNTABILITIES 1.

i Coordinates, schedules, and manages the QA engineering activities, QA audit and surveillance program, performance observation activities of these support groups, and the vendor qualification and audit program. Provide feedback to management on the performance of these support groups to the Nuclear Division quality program.

Ensure that activities affecting materials, systems, and equipment conform to codes, regulations, standards, and regulatory requirements. Provide supervision and guidance to QA/QC specialists and QC/NDE inspectors.

ACCOUNTABILITIES 1.

Ensure consistent and efficient performance and properly trained and motivated personnel.

2.

Provide cost-effective QC/NDE coverage of construction, maintenance, and modification work, and ensure productive use of resources.

3.

Ensure construction, modification, and maintenance activities confom to codes, regulations, and requirements, and ensure quality of systems is maintained.

4.

Ensure that inspection and in-process surveillance activities are controlled, and ensure welding procedures meet requirements.

5.

Minimise quality deficiencies and work delays.

6.

Contribute to ensuring that quality commitments are being maintained.

FUNCTIONAL RESPONSIBILITIES 1.

Assign and supervise work; train, motivate, and develop QA/QC specialists and QC/NDE inspectors; select and discipline personnel; assess and recommend compensation for performance; train and supervise contract personnel. Develop and administer an onsite QC/NDE training program to qualify Level II and Level III inspectors.

2.

Develop operating plan and approve / monitor expenditures; administer contract for NDE and inspection services; evaluate inspection results and radiographs.

Supervise performance of mechanical, electrical, welding, and material receipt inspections and in-process audits and surveillances of construction, maintenance, and modification activities; document and g
