Dear Senator Moynihan:

I read in NEWSDAY that you intend to oppose the N.R.C. ruling re approval of an evacuation plan for the Shoreham nuclear plant that has been boycotted by New York State and Suffolk County politicians.

The position taken by the State and County, that it is impossible to evacuate the ten rr.ile radius around the nuclear plant, is an absurdity.

Since the area of a circle increases as the square of the distance from the center, almost half of the people who would have to be evacuated live within 3 miles, easy walking distance from the outside perimeter of evacuation, It is utterly absurd to posit, as the local politicians do, that the remaining few people living within the evacuation area could not be driven a maximum of ten miles. It is even more absurd to posit, as the local politicians do, that the people living EAST of the plant would panic and mn TOW ARD it in blind fear if an evacuation was called for, clogging traffic.

I will not debate the matter of state versus federal rights. That issue la being raised by local officials as an excuse to avoid doing what they are supposed to do in an emergency ,)articipate in helping the public to safety. Governor Cuomo has taken a's indefensible position. On the one hand, he says that the Long Island area wculd be consumed with panic in the event of a nuclear accident at Shoreham or the other hand he fears no panic of an accident at the four nuclear plant cc*nplex in Millstone Connecticut, only twenty miles away. The Govemor has made statements to the press expressing fear that the Shoreham plant. 40 rolles from his home menaces the health of his family in Queens while he expresses to fear from the Indian Point two nuclear plant complex (one owned by New York State) 30 miles away from New York City. If the Governor were truly fearful of nnlear power plants, he would shut down or obstruct operation of the State owned Indian Point 3 nuclear plant.

I do r.ot pretend to be able to advise you on the Constitutional issues raised by it e State and County refusal to do their job. I do know that the Shoreham nuclear plant is the safest plant in the United States, that ,

nuclear power is the safest technology known (it has recently passed its j 1000 nuclear plant year with 100% safety to the public), that Long Island is i entering an electric power shortage and that the Governor has failed to produce a phn to satisfy Long Island's crucial and immediate need for electricity. For whatever reasons local politicians choose to obstruct the generation of electric power and whatever tactics they use to implement this cbstruction, our U.S. Senators should not allow themselves to be suckered  ;

into the position of implementing obstructionism. Please study the matter further and rio not allow yourself to be used as a tool of the anti- t technology cult that has succeeded in frightening Long Islanders. {
