Dear Commission hiembers:

No public power issue in recent years has gained more local or national attention than  ;

the Shoreham Nuclear Plant, and for good reason. Certainly a facility which has the cap-ability of killing and injuring residents, destroying the local economy and leaving Long Island a wasteland, should continually receive our full attention.

There is no need to discuss in depth Lilco's long track recorti of mismanagement, i.e. use of obsolete equipment, continually poor service, and inability to meet the energy needs of Long Island residents. It is also not necessary to include a lengthy list of the reasons a nuclear power plant is not needed and is unsafe for Long Island. Obviously the use of alternative energy sources, the documentation that the plant was poorly constructed, the Chernobyl incident, and the unique Long Island geography which makes it impossible to evacuate are just a few reasons for keeping Shoreham closed.

Lilco customers pay the second highest utility rates in the nation, yet are constantly told by the company that brown and black outs will occur and that their current equipment cannot meet Long Island's energy needs. hiy questibn is, "Where is the money going?" The answer appears to be that the monies are squandered on large advertising campaigns, on lawyers and consultants hired to assure that Shoreham will open and on golden parachutes for Lilco executives in case their plans fall.

You, the NRC as an organization, have been entrusted with the safety of Longs Islanders.

Your organization has hearti expert testimony on numerous occasions demonstrating valid reasons why Shoreham is impractical, unsafe and unnecessary. Yet despite the massive oppost-tion to the plant, you have chosen to license Shoreham for low power testing, altering reguia-tions in favor of Lilco, ignoring safety requirements and in general defying the will of the people.

It is my hope that you will abandon your postering for Lilco and your apparent disregatti for rules and instead realize the severity of the situation, hear the voice of the people and reject Lilco's self serving bid to open the Shoreham Nuclear Power Plant.
