Dear Mr. Zech:

I wish to applaud you, the members of the Nuclear Regulatory Commission.,as well as the Congress,for having indicated your confidence in and support of Nuclear power by your recent rule change which prevents a governor or local authority from vetoing nuclear planta.

From my studies, this seers to be the.only reasonable, correct and prop r course of action.

This situation would never have arisen if governors Michael Dukakis and Mario Cucmo had not made a travesty of the original rule by their non-coope2 cation.  !

> The cattae of the disaster at Chernobyl was human error as well as inadequate plant design. I know that the Seabrook and Shoreham plants are technologically safe, and, I am confjdent your staff and the management of these utilities will werk diligently to avert human error as a factor in their operations.
