Dear Secretary:

As a resident of New York state, I am concerned that our governor has taken action that will result in the loss of the billions in capital invested in the Shoreham nuclear power plant. That loss will have a serious impact on the economy of New York state. I do not want to see a similar loss occur with respect to the Seabrook plant in New Hampshire. Thus, I urge that the Commission recognize the inherent safety of the Seabrook plant and immediately issue the plant a low-power testing license to be followed, within a few months, by a full-power license.

The Seabrook plant is of concern to me because it will supply the New England grid, which, at times, provides power to my area. If the New Cngland grid lacks power to transmit to other areas, additional power production will be needed in my area to compensate for growing demand and the loss of Shoreham. Additional power sources in my area will involve increased costs. The added sources would be small, fossil plants that are more expensive, and less reliable, to operate.

They would also produce acid rain and air pollution.

The Commission should enact rule changes that take into account the intrinsic safety of the Seabrook plant with its double containment and its use of the latest technological advances for safety systems and equipment. The modified rule should be applied as soon as possible to grant Seabrook a low = power license.

The Commission should not be swayed by the statements and actions of political leaders, like the Governor of Massachusetts and other political candidates, who are misrepresenting Seabrook as a step to gain office.

I request that the Commission grant Seabrook a license for low-power testing.
