Comments on Proposed Rule, "Emergency Planning and Preparedness for Nuclear Power Plant Fuel Loading and Initial Low-Power Operations (F.R. Vol 53, No. 89, Monday, May 9, 1988)

Dear Sirs:

I appreciate this opportunity to comment on the subject proposed rule. I have resided around nuclear power plants for the past twenty-five (25) years.

It is my understanding that there is minimal, if not neglible, imaact to the health and safety of the general public during initial fuel loading and low-power operations for nuclear power plants up to five percent power; therefore, I am in full support of the subject proposed rule change. I also request the regulators to please support this proposed rule and implement it as soon as pcssible, if not immediately.

It is my feeling that nuclear power is an efficient, clean and reliable source of energy. I also feel we need the power in New England that can be pro-vided by Seabrook. In addition, the power from the Shoreham Nuclear Power Plant is needed for Long Island. I hope that we can see these two nuclear plants operating commercially in the near future.
