BRANCH Mike A. Palumbo 16 Cottage Street Saugus, MA 01906 Secretary of the Commission Attn: Docketing and Service Branch U.S. Nuclear Regulatory Commission Washington D.C. 20555 Gentlemen:

I am a Massachusetts resident and for 8 years and now even play an important and active role in the safe design and Engineering of the Seabrook Nuclear Power Station and feel very qualified to respond to your prposal to allow 5% low power testing of Seabrook Station without offsite emergency sireens.

I am very concerned about the power needed for the New England area, hearing about Shoreham is obsured if this happens to Scabrook it would be devistating due to Massachusetts politicians.

We just can't depend on Hydro Electric imported form Canada and our fossil generating stetions. It just doesn't make it. As we found out last summer when we peaked and will find out again this summer and in the future if all this Political foolishness doesn't stop now.

Let's get down to reality. New England needs energy, new, today. We have the te:hnology. Lets put Seabrook on line, incerel l '
