On May 6,1996, the NRC issued Bulletin 96-03, " Potential Plugging of Emergency Core Cooling Suction Strainers by Debris in Boiling Water Reactors," to request licensees to implement appropriate procedural measures and plant modifications to minimize the l potential for clogging of emergency core cooling system (ECCS) suppression pool suction strainers by debris generated during a loss-of-coolant accident (LOCA). The Bulletin also required licensees to submit two reports; the first describing planned actions, and the second confirming completion and summarizing the actions taken.

Public Service Electric & Gas Company (PSE&G) described the planned actions for the Hope Creek Generation Station in letters dated November 4,1996, May 20,1997 and //-

July 18,1997. PSE&G committed to install large capacity passive strainers on the Core Spray and Residual Heat Removal (RHR) pump suction lines to ensure long term operability of the ECCS. The NRC evaluated the criteria for sizing the replacement -

suction strainers in a safety evaluation dated October 31,1997. By letter dated 17

. June 5,1998, PSE&G provided updated information addressing issues discussed in the O NRC safety evaluation.

PSE&G completed installation of the replacement large capacity passive strainers on the Core Spray and RHR pump suction lines during the Hope Creek refueling outage completed on March 31,1999. The replacement strainers have sufficient capacity to preclude the loss of net positive suction head (NPSH) due to debris accumulation fo! lowing a LOCA.

Replacement strainers were not installed on the High Pressure Coolant Injection (HPCI) system pump suction since the HPCI system does not function to provide long-term cooling after a LOCA.

APR 271999 Document Control Desk ,, LR-N99202 PSE&G does not propose to add a surveillance requirement for strainer inspection to the Hope Creek Technical Specifications. Inspections performed during drywell and suppression pool closecut, in combination with foreign material exclusion control, provide adequate administrative controls for ECCS pump suction strainer operability.

Suppression pool cleaning will continue to be performed at a frequency sufficient to ensure the assumed debris loading for the replacement strainers is not exceeded.

PSE&G has completed the actions requested by Bulletin 96-03 for Hope Creek. No additional action is required by PSE&G.
