The PUISTAR reactor facility is subject to the Physical Prutection of Plants and Material as described in 10 CFR G.67(f) by Amendment No.7 to our Facility License issued by the Commission on 10 February 1984.

The PULSTAR staff identified oe 11 June 1993 an oversight in the facility's Operating Procedures which has lead to discovering a potential vulnerability in the facility's Security Plan that meets the definition of 10 CFR 73 App. G II(a). The Reporting of Safeguards Events as described in 10 CFR 73.71 does not address licensees subject to article 73.67(f). Nevertheless, USNRC Region !! was called at approximately 1530 on 11 June 1993 to report our finding and discuss the reporting requirements.

Mr. Craig Bassett of your staff was briefed of our finding and of our interpretation of the reporting requircreents in 10 C/R 73.71. Mr. Bastett seemed to agree with our interpretation of article 73.71, but suggested that we repo:t the finding under ne specific reporting requirement.

The attached report describes the finding of our staff which was discussed ever the telephone with Mr.

Bassett, in additica, f.he report ircludes the immediste actions taken to prevent the vulnerability from reoccurring. The report contains inicrmation which should be withheld from public disclosure pursuant to 10 CFR 2.~r>0(d). If you have any questions please contad me at (919) 515-4602.
