In accordance with the requirements detailed in the " General Requirements for  ;

Decmmissioning Nuclear Facilities (53 FR 24018, June 27,1988)" this transmittal serves to document the NCSU PUISTAR Reactor Facility suhnittal under this new rule.

Specifically, the required financial assurances has already been subnitted as part of our re-licensing effort in a package dated August 19,1988 frmt Chancellor Bruce R. Poulton to the Nuclear Regulatory Cmmission (NRC) Document Control Desk. A copy of the " Statement of Financial Qualifications" subnitted in the re-licensing package is attached for your information. Note that the signed original of this document is currently on file with the NRC.

Please refer to this document during your deliberations over the deemmis-sioning financial assurances for the NCSU PUISTAR Reactor Facility.

Pursuant to 10 CFR 50.33 (f) (3) the following information is provided in support of the license renewal for the PULSTAR Nuclear Reactor Facility located on the ,

North Carolina State University Campus at Raleigh, North Carolma:

(1) The estimated total annual operating cost for the first five years following the license renewal for the NCSU PULSTAR Facility is shown in Attachment 1..

Attachment I also depicts the source of funds associated with the reactor ,

operating budget and the pertinent assumptions and bases detailed. ~

(2) The cost of permanently shutting down and decommissioning the NCSU PULSTAR Facility is estimated in 1988 dollars to be approximately 5 800,000 to 5 1,000,000. This estimate includes:

a. Removal of all activated reactor components,
b. Demolition of the reactor biological shield,
c. Shipping cost for irradiated fuel and dismantled components / debris.

This cost estimate does not include:

a. Salaries of PULSTAR Reactor personnel expended following reactor shutdown until decommissioning activities are completed.

l b. Renovation of reactor bay and equipment rooms for future use.

BASES and ASSUMPTIONS l

l (1) The budgeted figures detailed above represent likely expenditures for the specified years. They are not be considered as the mmimum amount required to fiscally maintain the reactor facility over a'short period (such as  ;

during an extended reactor shutdown of six to twelve months).

(2) Funds required over and above the state allocation are provided by reactor senice deposits (such as Neutron Activation Analysis, Neutron Radiography, univ)ersity tmst accountsetc. and are 3-76670, 3 76671 and budgeted 3 76673. for reactor operating expend (3) The state allocation is via the N. is estimated for future years based on a 3.5% cost of inflation.

t (5) Funding for development of new irradiation facilities have not been included in the budget estimates. The decision to build these new facilities is-generally based on the availability of reactor revenues over and above that necessary for the base cost of reactor operation.
