NOTICE OF VIOLATION Northern States Power Company Docket No.: 50-263 Monticello Station License No.: DPR-22 During an NRC inspection conducted from October 14 through November 30,1998, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

Monticello Technical Specification 6.5.A.6, required that detailed written procedures be prepared and followed for implementing procedures of the fire protection program.

Step 4.6.1.B of Administrative Work Instruction 4AWi-08.01.01, " Fire Prevention Practices,"

Revision 11, an implementing procedure of the fire protection program, stated that "Each brigade member should participate in each drill AND SHALL participate in at least two drills per year."

Contrary to the above, as of November 13,1998, several fire brigade personnel, who were listed as qualified fire brigade members, had not participated in the required number of fire brigade drills.

This is a Severity Level IV violation (Supplement 1).

The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence, and the date when full compliance was achieved are already adequately addressed on the docket in inspection Report 50-263/98016(DRP), dated December 11,1998. However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201, if the description therein does not accurately reflect your corrective actions or your position. In that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C.
