NOTICE OF VIOLATION i

Northom States Power Company Deckat No. 50-263 1 Monticelio Station License No CPR-22 j During an NRC inspection conducted on January 9 through February 19,1997, viciations of NRC requirements were identified. In accordance with the "Genere Stat 6msnt of Policy and Procedure for NRC Enf(xcoment Actions," NUREG-1600 (60 FR 34381; June 30, 1995), the v.tolations are listed below: i

1. 10 CFR 50, Appendix B, Criterion XI, " Test Control," stated that test procedures shallinclude provisions for assuring that testing is performed under suitable environmental conditions.

Contrary to the above, surveillance test 0466-1, " Control Room Emergency j Filtration Treatment System," was not conducted under suitable environmental conditions. The test was performed on January 7 and required the turbine building railway doors to be opened for an extended period of time. Outside temperature was about 2*F. The frigid air affected plant equipment and resulted in a substantial condenser vacuum perturbation.

l This is a Severity Lev, el IV violation (Supplement 1).

II. 10 CFR 50, Appendix B, Criterion XVI, " Corrective Actions," stated that measures  ;

shall be established to assure that conditions adverse to quality, such as deficiencies, are promptly identified and corrected.

Contrary to the above, in October 1993, the licensee identified tnat the 1988 calculation used to determine scram and rod block setpoints for the scram discharge volume surveillance procedure was incorrect. This error could have allowed as-left settings above technical specification acceptable values. This condition existed until February 5,1997.

This is a Severity Level IV violation (Supplement 1).

Pursuant to the provisions qf 10 CFR 2.201, Northern States Power Company is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory j Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region lil, and a copy to the NRC Resident inspector at the l Monticello Nuclear Generating Plant, within 30 days of the date of the letter transmitting l this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a l Notice of Violation" and should include for each violation: (1) the reason for the violation, I or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid i further violations, and (4) the date when full compliance will be achieved. 4 reply is not received within the time specified in this Notice, an order may be issued to

, show cause why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
