9 NOTICE OF VIOLATION Monticello Nuclear Generating Station Docket No. 50-263 During an NRC inspection conducted during the period January 23 through February 13, 1987, which reviewed an incident identified by the licensee and reported to the NRC on January 22, 1987, a violation of NRC requirements was identified. The violation involved a failure to prepare an adequate procedure.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2 Appendix C (1986), the violation is listed below:

Technical Specification 3.3.A.1, Reactivity Margin - Core Loading, states:

"The core loading shall be limited to that which can be made subcritical in the most reactive condition during the operating cycle with the strongest operable control rod in its full-out position and all other operable rods fully inserted."

Technical Specification 6.5.C.3 states in part: " Detailed written procedures, including applicable check-off lists and instructions covering areas listed below shall be prepared and followed. . . . The following maintenance and test procedures will be developed to satisfy routine inspection, preventive maintenance programs, and operating license requirements: preventive or corrective maintenance of plant and systems that could have an effect on nuclear safety."

Contrary to the above, Preventive Maintenance Procedure OCD 4201 was prepared in a manner which could result in a condition not satisfying Technical Specification 3.3.A.1.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Northern States Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1) the reason for the violations if admitted; (2) the corrective steps which have been taken and the results achieved; (3) the corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved.
