NOTICE OF VIOLATION Northern States Power Company Docket No. 50-263 As a result of the inspection condt.ted on December 23, 1985, and in accordance with theAppendix Part 2, " General C Policy)and (1985 , the following Procedures violationfor NRC was Enforcement identified: Actions," 10 CFR 10 CFR Part 50, Appendix J. Paragraph III.A.1.a states: "during the period between the initiation of the containment inspection and the performance of the Type A test, no repairs or adjustments shall be made so that the containment can be tested in as close to the 'as is' condition as practical".

Appendix J, Paragraph III.A.3 requires all Type A tests be conducted in accordance with the provisions of ANSI N45.4-1972. Paragraph 4.2 of ANSI N45.4-1972 requires that periodic containment leak rate tests be conducted before any preparatory repairs are made in order to disclose the normal state of repair of the containment structure. It further states that if the containment leakage rate exceeds the specified maximum, local and integral tests may be performed, and necessary work done to bring the leakage rate within the specified limits, then another ILRT is performed to demonstrate that the maximum allowable leakage rate is not exceeded.

Contrary to the above, the licensee has been performing preparatory repairs prior to the performance of past Type A tests.

This is a Severity Level IV violation (Supplement I).

The inspection showed that action had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation is required and we have no further questions regarding this matter.
