During an NRC inspection conducted from August 30 through October 13,1997, a violation of NRC requirements was identified. In accordance with the
- General Statement of Policy and k
Procedure for NRC Enforcement Actions," NUREG 1600 (60 FR 34381: Jurm 30,1995), the violation is listed below:
10 CTR 73.65(c)(7) requires that licensees establish vehicle control measures to protect against -
the use of a land vehicle to gain unauthorized proximity to vital areas.
l Section 2C(3) of Amendment 58, dated December 13,1988, to Facility Operating License

= No. DPR 22 requires the licensee to maintain and fully implement all provisions of the security

plan.
Section 20.1.1 of the facility security plan states that a vehicle barrier system has been installed as required by and in accordance with applicable regulations.
Contrary to the above, from February 29,1996, to April 10,1997, the northwest corner of the establishad vehicle barrier systern was not adequate to protect against the use of a land vehicle i
' in that the barrier was not continuous and a land vehicle could avoid the established vehicle barrier by driving around it.
This is a Severity Level IV violation (Supplement Ill).
The NRC has concluded that information regarding the reason for the violation, and the corrective actions taken to correct tho violation and prevent recurrence is already addressed in Section S8.1 of the attached Inspection report. However, you are required to respond pursuant to tne provisions of 10 CFR 2.201 if the description therein does not accurately reflect your t
corrective actions or your position. In that case, or if you choose to respond. clearly mark your response as a " reply to a Notice of Violation," and send it to the U.S. Nuclear R?gulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region lit, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice.'
