l 1 Gentlemen:
As an interested person in c'tters relating to Seabrook Station I am requesting that the Commission change the requirements coupling the off site emergency response plan with initial criticality and low power testing less than 250 Mw thermal. These continuing delays associated with the start of Seabrook Station not only delays the eventual plant operation but provides addition justification to intervener groups and out of state officials to press on to create further financial problems for the utility. This kind of political 1 delaying provides for only increased costs without substantive improvement on the plant design or operation. It is within the l Commi ssi ons ability to expedite the process and expend efforts to allow Seabrook Station to operate.
The licensing of Seabrook Station can be delayed until there are no more questions to be asked, but we in New England cannot wait forever.

There are plants similar in design.already in full power operation.
There is however, a big difference in the political environment between Connecticut, Georgia, and ourselves here in New England.
