Dear Senator Humphrey:

I called your office last week and spoke to Janet Coit, your Legislative Assistant, who allowed me to express my concerns relative the Seabrook Power Station issue. She was, in a word, wonderful.

She suggested I follow through with a written message which she would forward to the appropriate parties at the NRC, and so may this letter serve that purpose.

Employed as a Court S te nog ra ph e r, I was assigned to report the proceedings of a three-day syaposium entitled, "A Southern Conf erence on Environmental Radiation Protection From Nuclear Power Plantsj held at T(easure Island Beach, Fl o ri d a. That was in 1971. Because of what I learned at that time, I was frightened into taking a position, and have been actively opposed to nuclear power and the nuclear future being forced upon the Earth's creatures.

Albert Einstein once said "The release of atom power has changed everything except our way of thinking."

He warned that the nuclear debate should be held in the PUBLIC SQUARE. As you know, it is riot. g Instead, the mul ti-billion dollar nuclea r lobby f orces the masses, through intimidation, lies and coverups (witness the recent revelations at Savannah River), to believe that without fission, civilization will retrograde to unbearable lifestyles.

Nearly 40 watts of every 100 watts produced is wanted. Therefore, energy conservation is our greatest short-term answer to enerey s "production". As an example, if the $500,000,000 recently spent to upgrade the Pilgrim pl an t were used instead to install energy-efficient lighting in all the commercial buildings around Boston, the cavings in electricity would exceed the total output of the Pilgrim f acility.

It is the current goal of the President, the Nucicar Regulatory Commission, the Governor, the Public Utilities Commission and the f ormer Public Service Company of New Hampshire to contaminate the Seabrook plant with radiation at*endant to low power testing, for they know that once contaminated, the plant will become prohibitively expensive to convert to alternative fuel, and they hope to bar, forever, the notion that the citizens of New Hampshire will not have to share the massive costs of construction, operation and decommissioning oi the Seabrook Power Plant.

As you may remember, Chernobyl wac only operating at 6 percent of capacity when a series of events caused it to spew more long-term radiation into the soil, air and water of the planet as all the nuclear tests and bombs that have ever been previously exploded. Seabrook will be operating at 5 percent of capacity f or low-power testing.

I object strongly to the decision of the NRC to relax its long-standing safety standards in order to circumvent the legimitate interests of the States to protect their inhabitants. Changing the rules by which the game is played is a very dangerous tool in a democratic society, and will foster grassroots unrest in this country. The NRC is apparently unaware of the fierce pride the people of New Hampshire have for freedom and independence.

3 I will continue to inform those around me as to the I dangers of nuclear power, as well as the dangers of government intervention in a f ree society, and the resulting inability to make inf ormed choices.
