Areas Inspected: Routine unannounced inspection of test witnessing for the Unit 1 Containment Integrated Leak Rate Test (CILRT) and preliminary results review and follow-up on a previously identified open item for Unit Results: The CILRT proved the containment leak rate to be acceptable in both the as-left and as-found condition. 2.0 Centainment Integrated Leak Rate Testing Unit 1 On May 26-27, 1988, the licensee conducted a periodic Containment Integrated Leak Rate Test (CILRT) at Calvert Cliffs Nuclear Power Flant Unit 1 as required by 10 CFR 50, Appendix J. The test was conducted with containment isolation boundaries in an "As-Lef t" conditio The test was performed in accordance with Surveillance Test Procedure M-622-1 "Integrated Leak Rate Test Unit 1 Containment," Revision 2, and utilized the test acceptance criteria and methodology stipulated in Bechtel Nuclear Topical Report, Rev 1 (BN-TOP-1) for short duration test The inspector reviewed the test procedure and witnessed preparations and various portions of the "As-Left" CILR The purpose of this inspection was to ascertain that the CILRT was conducted in compliance with the requirements and commitments referenced in the following sections, and that the test results met the acceptance criteria specified in the station procedures and Appendix J, 10 CFR 5 The procedures were reviewed for their technical adequacy to perform the intended activitie .1 References

were operable and in their normal mod The inspector noted upon reviewing STP-M-662-1 "Integrated Leak Rate Test Unit 1 Containment" that a statement or sign-off concerning the containment close-out inspection was not included in the procedur Per 10 CFR 50 Appendix J, "A general inspection of the accessible interior and exterior surfaces of the containment structures and components shall be performed prior to any Type A test to uncover any

evidence of structural deterioration which may affect either the containment structural integrity or leak-tightness." The licensee indicated this inspection was conducted prior to close out of con-tainment but a formal sign-off or test prerequisite did not-appear in the procedure. The licensee also indicated that a containment liner plate inspection was made per STP-M-665-1 "Containment Liner Plate Surveillance - Unit 1" which served to satisfy the requirement in 10 CFR 50 Appendix The inspector reviewed the liner plate inspection procedure and found it adequate to meet the intent of the requirement in 10 CFR 50, Appendix J for a general inspection of the interior surfaces. Inspection of exterior surfaces is addressed in the CILRT procedure. The inspector expressed concern about the inspection of the interior surfaces of containment not being addressed directly in -

the procedure considering it's regulatory significance with respect to 10 CFR 50, Appendix J. The licensee then wrote a Temporary Pro-cedure Change to address the issue. The inspector found this acceptabl l 2.4 Test Performance / Control The inspector witnessed portions of the following test activities: Containment pressurization and atmospheric stabilizatio . Eight hour CILRT data acquisitio . Four hour instrument verificatio These activities were witnessed to verify that the CILRT was conducted in accordance with the test procedure and within the regulatory requirements of 10 CFR 50, Appendii J. The inspector made several reactor building walk downs to inspect for the existance of artificial boundaries and boundaries showing evidence of leakage. Additionally, the licensee had leak crews throughout the reactor building during the initial stages of the test. Only minor leakages were identified which required no action to successfully complete the test. The test was performed within the guidelines of the procedure. Procedural precautions were adhered to and all test personnel interviewed were knowledgeable and competent to perform their duties. No unacceptable conditions were identifie .5 Test Instrumentation l The inspector reviewed the calibration records for the resistance temperature detectors (RTDs), dew point instruments, precision pressure detectors, and the verification flow test meter. cated to the cognizant test personnel. QA/QC coverage of CILRT activities was found to be adequat .0 Follow-up on Previously Identified Open Items Closed (50-318/85-33-01) Licensee arbitrarily extending the calibration interval for standard instruments used to calibrate local leak rate test (LLRT)-boy' During a .avember 1985 inspection of Unit 2 LLRT activities it came to the inspectors' attention that the due o'ates for standards used to calibrate LLRT instruments had been extended. The inspector at that time requeste'. the licensee to provide the basis and justification for these extensions. The licensee could not justify the extension The licensee then immediately performed calibration checks for the two standards (dead weight testers) in question and verified that the instruments were still in calibration. The licensee has changed Calvert Cliffs Ircstruction 120, "Calibration 4 ,

Program for Measuring and Test Equipment" to allow the test equipment supervisor to lengthen or shorten the equipment calibration period based on the past performance.of the instrument. The instruction also requires that test equipment be calibrated at regular intervals and places a maximum extension on test equipment not to exceed 25% of the initial calibration frequency. It-stipulates that a record shall be kept regarding original and new calibration dates and the supervisors'

justification for extending the calibration frequency. The inspector D found the provisions of Calvert Cliffs-Instruction 120 to be acceptable with respect to this issue.
