Dear Mr. Secretary:

I wish to applaud your_ proposed change in the regul--

ations'to ease the emergency planning requirements for nuclear plants, like Shoreham, when state and local governments refuse to approve or participate in emergency planning. ,

I live on the eastern end of Long Island, not too far from Shorcham, and have witnessed the unreasonable actions of many factions over the years in opposition to the start up of this much needed plant. These factions have. swayed our politicians and it.is impossible for me to vote for any office seeker who properly supports the opening of the plant as a vocal minority has forced everyone running for public office to be against the opening.

I am convinced that many politicians on the Federal, State and local levels would be happy to see your proposal become official even though they will go through hand wringing opposition to oppose the-move so they then can blame your Commission for the start up of the plant. There must be some intell1 6ent politicians who know you are right but who are afraid to jeopardize their political future with the out

  • spoken minority.
