The UERRC's h-1 ruling f avoring the Seabro :k and Shoreb m nuclear power plants full power start-up with-out state and local participation in their energency evacuation disturbs ne very nuch. The Conmission feele that both groups will respond in an ener-ency, thus giving your group a certain meusure of reliability and validity to ycur independent judeenent.
