TRIP REPORT FOR BROWNS FERRY SITE VISIT - FEI3RUARY 22-26, 1988 Listed below are the significant findings and accomplishments resulting from i

my site visit to Browns Ferry (BFN) from February 22-26, 1988:

l Accompanied the NRC team auditing BFN Control Room Design and Procedures Generation Package dealing with Emergency Operating Procedures. The team was j headed by Clste Goodman, NRC staff, assisted by four consultants experienced i in the disciplines involved. Clare headed a control room design audit at i Sequoyah recently. The kickoff and closing meetings were well attended by TVA personnel and NRC Resident Inspectors. The objectives of the audit as well as ground rules for conduct of the audit were well laid out and subsequently adhered to. Licensee personnel were prepared to provide information and documentation as required from their working files. Clare will brief ENG l and PSB branch chiefs on results on March 14, 1988.

l During the periods where the audit team was probing details, the undersigned l pursued the on-going staff revicw of TVA's implementation of the Nuclear l Performance Plan pertaining to Browns Ferry (Volune 3). The inital intry point i for reviewing the effectiveness of the BFN operation is the organiz0 tion chart i and the first step in the review is corrclation of the position descriptions (statements of functions and responsibilities) to the organization chart.

I reviewed a recent report

  • by the Resident Inspector which included a very professional "management effectiveness" analy:iis of draft position descriptions 1
