ORDER In a memorandum and order issued yesterday, the Commission declined to make effective, at this time, the Licensing Board's May 24, 1985, order authorizing the Director of Nuclear Reactor Regulation to issue a full-power operating license for the Limerick facility. The Commission found that "important questions regarding the hearing rights of the inmates of the State Correctional Institution at
