SUBJECT: NRC INSPECTION REPORT NO. 50-498/92-34; 50-499/92-34 (NONCITED VIOLATION)

This refers to the inspection conducted by Mr. Thomas W. Dexter of this office on November 16-19, 199 The inspection included a review of activities authorized for your South Texas Project Nuclear Plant, Units 1 and 2. At the conclusion of the inspection, the findings were discussed with Mr. S. L. Rosen and those memoers of your staf f identified in the enclosed repor Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with personnel, and observation of activities in progres Based on the results of this inspection, certain licensed activities appeared to be in violation of NRC requirements. This violation is of concern because of the failure to implement compensatory measures upon the discovery of a degraded vital area barrie This violation is not being cited because the criteria in paragraph VII.B.2 of Appendix C to 10 CFR Part 2 of the NRC's " Rules of Practice," were satisfied. The violation was identified by your staff and prompt and effective actions were taken to correct the problem.
