AMENDMENT TO POSSESSION-0NLY l! CENSE Amendment No. 67 License No. OPR-45

1. The Nuclear Regulatory Commission (the Commission) has found that:

A. The application for amendment filed by the Dairyland Power Cooperative (the licensee), dated October 28, 1992, compiles with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations as set forth in 10 CFR Chapter I; B. The facility will be maintained in conformity with the application, the provisions of the Act, and the regulations of the Commission; C. There is reasonable assurance that: (i) the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) such activities will be conducted in compliance with the Commission's regulations; D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E. Ihe issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

2. Accordingly, Appendix A to License No. OPR-45, Technical Specifications, is hereby amended by revising paragraphs 6.6.4.1.b.,

6.6.4.2 and 6.8.1.1.d. to read as follows:

Paragraph 6.6.4.1.b. to read:

b. Licensee-initiated changes to the PCP shall be submitted to the Commission in the annual Radioactive Effluent Release Report for the period in which the change (s) was made. This submittal shall contain:

. A determination that the change did not reduce the overall [

conformance of the solidified waste product to existing criteria for solid wastes; and

. Documentation of the fact that the change has been reviewed and found acceptable by the ORC.

Paragraph 6.6.4.2 to read:

The ODCM shall be maintained by the licensee. Changes to the ODCH will be outlined in the annual Radioactive Effluent Release Report per Specification 6.8.1.1.d.

Paragraph 6.8.1.1.d. to read:

d. Radioactive Effluent Release Report Paragraph (a)(2) of Part 50.36a, " Technical Specifications on [

Effluents from Nuclear Power Reactors," of 10 CfR Part 50 . l requires that a report be made to the Commission within 60 days  ;

after January-1 of each year. The report shall specify the quantity of each of the principal radionuclides released to unrestricted areas by liquid and gaseous effluents during the previous year. k'ith the exception of the collection of hourly meteorological data, the information submitted shall be in accordance with Appendix B of Regulatory Guide 1.21 (Revision 1) dated June 1974 with data summarized on at least a quarterly basis.

This same report shall include an assessment, performed in accordance with the OFFSITE 00SE CALCVLATION MANUAL (0DCM), of radiation doses to MEMBERS OF THE PUBLIC from radioactive liquid and gaseous effluents released beyond the EFFLUENT RELEASE BOUNDARY. This report shall contain-any changes made to the ODCM during the previous twelve months.

3. This license an,endment is effective as of the date of issuance.

. Information to support the rationale for the change;

This same report shall include an assessment of radiation doses to MEMBERS OF THE PUBLIC from radioactive liquid and gaseous effluents released beyond the EFFLUENT RELEASE BOUNDARY performed in accordance with the OFFSITE DOSE CALCULATION MANUAL (ODCM).

This report will contain any changes made to the ODCM during the previous twelve months.

3. This license amendment is effective as of the date of issuar.ce.
