Gentlemen:
Dairyland Power Cooperative requests the substitution of the attached proposed Technical Specifications for the existing specifications. Therefore, in accordance with the provisions of Reference 1, an application to amend Provisional Operating License No. DPR-45 for the La Crosse Boiling Water Reactor is hereby filed with three (3) signed original applications, together with thirty-seven (37) copies. DPC requests the implementation date of this Technical Specification Amendment be effective upon completion of the installation of the Non-Interruptible Power System.
Currently, the operating requirements for the LACBWR electrical power systems are contained in Section 4.2.3. The design of the electrical power system is described in Section 2.6. This proposed change would modify Section 4.2.3'and Section 2.6, which would describe the replacement and modification to the lC Non-Interruptible Bus.
The analysis of no significant hazards determination by 10 CFR 50.92 is attached as Enclosure 1.
Attached as Enclosure 2 are the existing and proposed changes to the LACBWR Technical Specifications.
Attached as Enclosure 3 is a brief history of the original instrumentation and control 120 VAC bus and the modifications to date. The proposed change explains the benefits of the addition of a larger inverter and static transfer switch.
