PROVISIONAL OPERATING LICENSE N0. DPR-45 APPLICATION FOR AMENDMENT TO LICENSE

Gentlemen:
Reference 1 requested that proposed Technical Specification changes be submitted incorporating the test requirements set forth in its Enclosure 1.
Therefore, in accordance with the provisions of Reference 2, an application to amend Provisional Operating License No. DPR-45 for the La Crosse Boiling Water Reactor is hereby filed with three (3) signed original applications, together with thirty-seven (37) copies.
The proposed license change would add Section 5.2.1.6, " Containment Ventilation Isolation Valve Leakage Tests", to the LACBWR Technical Specifications. The purpose of the additional tests would be to detect excessive degradation of the Containment Ventilation System dampers, as per Reference 1.
The proposed revised pages of the Technical Specifications are attached to this letter.
This change has been determined not to require a fee, per Footnote No. 2 to Reference 4, since it results from a written Nuclear Regulatory Commission request, does not involve a significant hazards consideration, has only minor safety significance, and is being requested for the convenience of the NRC.
The information submitted in this application for license amendment has been I
reviewed by the LACBWR Committees as prescribed in Technical Specifications.
