In your letter of January 11, 1988 (Reference 2), you requested an additional technical specification be proposed to require an individual qualified in radiation protection procedures be onsite when there is fuel onsite or there is a potential for release cf radioactive materials.

Dairyland, therefore, proposes to amend the technical specifications changes submitted in the letter of Reference 1 to include the following sentence in section 6.2.2.d:

"an individual qualified in radiation protection procedures shall be onsite when there is fuel onsite or there is a potential for release of radioactive materials."

The individual qualified in radiation pr. tion procedures will be either a qualified Health Physics Technician the Shift Supervisor.

However, the Shif t Supervisor will not be pertaitted to assume the position of the "individual qualified in radiation protection procedures" when there is spent fuel or a spent fuel shipping cask being handled or when any evolution is being conducted in or above the Fuel Element Storage Well. Thus, the second sentence in specification 6.2.2.d is also slightly changed from 0(
