Dairyland Power Cooperative La Crosse Boiling Water Reactor Provisional Operating License DPR-45 Amendment to License Application

Reference:

Gentlemen:

On October 9, 1974, Dairyland Power Cooperative (Dairyland) filed an application to convert its Provisional Operating License No. DPR-45 for the La Crosse Boiling Water Reactor (LACBWR) into a full-term operating license (Reference 1). Orc April 29, 1987, Dairyland advised the Nuclear Regulatory Commission (NRC) that it intended to shut down LACBWR nnd decommission this facility rather than pursue a full-term operating licenso. Dairyland also requested that the pending full-term operating license proceeding for LACBWR be held in abeyance until the NRC acted on Dairyland's request to convert License No. DPR-45 into a "possession only" license and Dairyland developed and submitted a Decommissioning Plan for the LAC 8WR facility.

LACBWR was permanently shut down on April 30, 1987, and final defueling was completed on June 11, 1987. The NRC converted Dairyland's license into a possession only license on August 4, 1987, (Reference 2) and Dairyland submitted its proposed Decommissioning Plan to the NRC on December 21, 1987 (Reference 3).

3 I Document Control Desk Page 2 February 10, 1988 Accordingly, Dairyland hereby amends its October 9,1974 application to:

1. delete its request to convert License No. DPR-45 into a full-term operating license, and;
2. include a request to authorize Dairyland to;
a. place LACBWR in a safe storage (SAFSTOR) condition, as described in the Decosaissioning Plan, and;
b. continue to maintain LACBWR in a possession only status during the SAFSTOR period specified in the Decommissioning Plan, and;
c. perform the other related activities and functions described in the Decosmission Plan.

Concurrently with the submission of this amendment to its application.

Dairyland is filing a motion with the Atomic Safety and Licensing Board to terminate the pending full-term operating license proceeding.
