PROVISIONAL OPERATING LICENSE DPR-45 APPLICATION FOR AMENDMENT TO LICENSE

Gentlemen:

l Dairyland Power Cooperative requests the substitution of the attached proposed Technical Specifications for the existing specifications. Therefore, in accordance with the provisions of Reference 1, an application to amend '

Provisional Operating License No. DPR-45 for the La Crosse Boiling Water Reactor is hereby filed with three (3) signed original applications, together with thirty-seven (37) copies.

The management staff at Dairyland Power Cooperative has been re-organized.

The position of Assistant General Manager-Power Group, which appears in LACBWR Technical Specifications, has been eliminated. The General Manager is fulfilling the Technical Specification required duties of the Assistant General Manager-Power Group. Therefore, Dairyland Power Cooperative requests the Technical Specifications be revised to state " General Manager", wherever

" Assistant General Manager-Power Group" currently appears. The goal of having a senior management official involved in the nuclear plant activities will certainly be fulfilled by this change. Also, the manager of the Environmental Department is now the Director of External Affairs. Therefore, wherever the title "Dairyland Power Cooperate Environmental Department Manager" currently appears, the title needs to be changed to " Director of External Affairs". q l

Additionally, the offsite organization chart, Figure 6.2.1-1, will be revised. .

Attached to this submittal are the revised pages.

Reference 4 submitted a proposed Technical Sepcification revision, which also included changes to page 6-11, but has not yet been approved.

Finding Of No Significant Hazards We have reviewed the hazards considerations referenced in 10 CFR 50 Sections 91 and 92 and have determined that with these criteria, no significant hazards considerations result from this proposed amendment.

1. Operation of LACBWR in accordance with the proposed amendment will not involve a significant increase in the probability or consequences of an accident previously evaluated.

No method of operation is being affected. This change moves responsibilities from one senior management position which has been eliminated, to another and changes a title. The responsibilities remain the same. Therefore, the proposed amendment will not result in a significant increase in the probability or consequences of an accident previously evaluated.

2. Operations of LACBWR in accordance with'the proposed amendment will not create the possibility of a new or different kind of accident from any accident previously evaluated No method or limits of operation are being changed, so a new kind of accident cannot be created by this change. Therefore, the proposed amendment will not create the possibility of a new or different kind of accident from any previously evaluated.

3. Operation of LACBWR in accordance with the proposed amendment will not involve a significant reduction in the margin of safety.

No method or limits of operation are being changed, therefore, the margin of safety won't be reduced. A senior management official, the General Manager, is assigned the same responsibilities as was the Assistant General Manager-Power Group. The goal of having a senior management official involved in the nuclear plant activities will still be met.

Therefore, the proposed amendment will not involve-a significant reduction in the margin of safety.

As determined by the analysis above, this amendment has no significant hazards consideration.

The license amendment has been reviewed by the appropriate review committees.

A check for $150 accompanies this letter to cover the required application fee per Reference 2.
