DAIRYLAND POWER COOPERATIVE DOCKET NO. 50-409 LA CROSSE ROILING WATER REACTOR AMENDMENT TO PROVISIONAL ODERATING LICENSE Amendment No. 48 License No. DPR-45 1.
The Nuclear Regulatory Comission (the Commission) has found that:
A.
The application for amendment by Dairyland Power Cooperative (the licensee) dated February 4, 1986, complies with the s'tandards and requirements of the Atomic Enerav Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the aoolication, the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (I) that the activities authorized by this amendment can be conducted without endannering the health and safety of the public; and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the oublic; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all apolicable reouirements have been satisfied.

According1.v, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment and Paragraph 2.C.(2) of Provisional Operating License No. DDR-45 is hereby amended to read as follows:
(?) Technical Soecifications The Technical Specifications contained in Appendix A issued October 31, 1969, with Authorization No. OPRA-6, as revised throuch Amendment No. 48, are hereby incoroorated in the license. The licensee shall operate the facilit.v in accordance with the Technical Specifications.

This license amendr.ent is effective as of the date of its issuance.

ATTACHMENT TO LICENSE AMENDMENT NO. 48 PROVISIONAL OPERATING LICENSE NO. DPR-45 DOCKET NO. 50-409 Revise Appendix A Technical Specifications by removing the pages identified below and insertino the attached pages. 2.6.1.2 The unit auxiliary transformer and the reserve auxiliary transformer outputs shall be divided between two independent 2400 volt buses, and each component of duplicated equipment shall be supplied by a different bus.
The duplicated equipment shall include the primary system forced circulation pumps, the reactor feedwater pumps, the condensate pumps, and the condenser circulating water pumps. Each 2400 volt bus shall also supply power to a 480 volt bus.
If the supply to either 480 volt bus fails, a connection may be manually made from the other 480 volt bus.
Duplicate equipment shall also be supplied by the 480 volt buses.
2.S.I.3 Each 480 volt bus shall normally supply power to its associated essential bus.
The 480 volt bus lA shall supply the 480 volt Essential Switchgear Bus lA.
The 480 volt Essential Switchgear Bus lA shall supply high pressure core spray pump 1A and Turbine Building Motor Control Center lA which shall supply the Turbine Building 120 Volt Bus which in turn supplies the Turbine Building 120 Volt Regulated Bus.
Power for the Reactor Plant Battery Charger shall be supplied by Turbine Building Motor Control Center lA.
The Reactor Plant Battery Charger shall carry the load of and charge the batteries on the Reactor Plant 125 Volt DC bus.
The Reactor Plant 125 Volt DC bus shall normally supply power for Static Inverter IA which is capable of supplying power to essential reactor instrumentation and control circuits connected to 120 Volt AC Non-Interruptible Bus lA.
In case of Static Inverter lA trouble, an electro-mechanical transfer switch located in Static Inverter lA shall automatically transfer to its alternate power supply which is Turbine Building 120 Volt Regulated Bus.
The reserve tie breaker between the Turbine Building 120 Volt Regulated Bus and the 120 Volt AC Non-Interruptible Bus IB will be administratively controlled to prevent its closure when the Turbine Building 120 Volt Regulated Bus is being used as the alternate power supply to the 120 Volt AC Non-Interruptible Bus lA.
The Reactor Plant 125 Volt DCibus shall supply power to the rotary inverter which is capable of supplying backup power to essential reactor instrumentation and control circuits connected to 120 Volt AC Non-Interruptible Bus IB.
The Reactor Plant 125 Volt DC Bus is capable of providing power to the Generator Plant 125 Volt DC Bus.
The 480 Volt Bus 1B also supplies power to the 480 Volt Turbine Building Motor Control Center ID.
Turbine Building Motor Control Center ID is the normal supply for the Generator Plant 125 volt DC Bus through the Generator Plant Battery Charger. Amendment No.6, JJ,48 i
The Generator Plant Battery Charger shall carry the load of and charge the batteries on the Generator Plant 125 Volt DC Bus.
The Generator Plant 125 Volt DC Bus shall normally supply power to a Generator Plant 125 Volt DC distribution panel which supplies power to essential reactor instrumentation and control circuits connected to 120 Volt AC Non-Interruptible Bus IC.
The static switch of the Static Inverter IC shall be capable of supplying power from Static Inverter 1C or its reserve 120 Volt AC power source.
In case of Static Inverter 1C trouble, the static switch shall automatically transfer from the output of Static Inverter IC to the reserve transformer which is supplied from Turbine Building Motor Control Center lA.
The Diesel Building 480 Volt Essential Switchgear Bus IB shall supply high pressure core spray pump IB, seal injection pump IB, Heactor Building Motor Control Center lA and Diesel Building 480 Volt Motor Control Center.
Power for the Diesel Building Battery Charger shall be supplied by the Diesel Building 480 Volt Motor Control Center. The Diesel Building Battery Charger shall carry the load of and charge the batteries on the Diesel Building Standby 125 Volt DC Distribution Bus.
The Diesel Building Standby 125 Volt DC Distribution Bus shall be the normal power supply for Static Inverter 1B which is capable of supplying power to essential reactor instrumentation and control circuits connected to 120 Volt AC Non-Interruptible Bus 1B.
The static switch of Static Inverter 1B shall be capable of supplying power from Static Inverter IB or its reserve transformer to essential reactor instrumentation and control circuits connected to 120 Volt AC Non-Interruptible Bus IB.
In case of Static Inverter IB trouble, the static switch chall automatically transfer from the output of Static Inverter 18 to the output of its reserve transformer which is supplied by the Diesel Building 480 Volt Motor Control Center.
2.7 REACTOR CORE AND VESSEL INTERNALS 2.7.1 Vessel Internals and Core s'ructure 2.7.1.1 The vessel internals shall taclude a thermal shield, a core support skirt, a plenum separator plate, a bottom grid assembly, internal steam separators, a thermal shock shield, a baffle plate structure with a peripheral lip, a steam dryer with support structure, emergency core spray tube bundle structure combined with fuel hold-down mechanism, and the reactor core structure.

ELECTRICAL POWER SYSTEMS 4.2.3.2 ONSITE POWER DISTRIBUTION SYSTEMS A.C. DISTRIBUTION - OPERATING LIMITING CONDITION FOR OPERATION 4.2.3.2.1 The following A.C. electrical buses shall be OPERABLE and energized from sources of power other than the diesel generators with tie breakers open between redundant buses:

480-Volt A.C. Essential Switchgear Bus lA.
b.
480-Volt A.C. Diesel Building Essential Switchgear Bus IB.

120-Volt A.C. Non-Interruptible Bus lA.

120-Volt A.C. Non-Interruptible Bus IB.

120-Volt A.C. Non-Interruptible Bus IC.
APPLICABILITY:
