Dear Dr. Murley:

Millstone Nuclear Power Station, Unit No. 3 Reporting of Potential Significant Deficiencies in Accordance with 10CFR50.55(e):

Emergency Diesel Generator Fuel Oil Iniection Pump Failures (SD-78)

In an April 1,1985 telephone conversation between your Mr. T. Rebelowski and l our Mr. B. Kaufman, Northeast Nuclear Energy Company (NNECO) reported a potential significant deficiency in the construction of Millstone Unit No. 3 in accordance with 10CFR50.55(e).

The potential significant deficiency involves multiple failures of the fuel oil injection pumps on both emergency diesel generators supplied by Colt-Pielstick.

The failures appear to be due to the accumulation of foreign matter within the fuel oil header, jumpers, or the fuel oil day tanks.

We are still investigating the cause of these failures and the necessary corrective actions. As such, are not able to provide a final report at this time.

We will provide an update on this matter by June 13,1985.
