THRU: gQief, ORB #1, DRL PROPOSED CHANGE TO THE AININISTRATIVE SECTION OF THE TECHNICAL SPECIFICATIONS (PROPOSED CHANGE NO. 7) 3y letter dated October 8, 1971, General Electric requested authorization to make changes in the Technical Specifications for SEFOR. The proposed changes would reflect organization changes in the SEFOR management structure. These changes are illustrated in Figures 1, 2 and 3 attached.
Figure 1 shows the present organization required by the Technical Spec-ifications. As is evident, there is no indication of line responsibility for the SEFOR Site Safety Committee (SSSC).
Figure 2 shows the proposed organization chart. This chart indicates that the SSSC reports to the Manager, SEFOR (new position) . It also shows.new positions (NP) that have been added, and a position that has been abolished (PA).
Figure 3 shows the proposed modified organization chart. The line authority on this chart is the same as Figure 2, except that the SSSC reports to the Manager, SEFOR Site.
The majority of these changes are associated with the support groups and do not affect the operations chain but will enhance the overall SEFOR program. The changes directly affecting reactor operations will provide more direct on-site line responsibility.
In conjunction with the designation of the new position (Manager, SEFOR),
General Electric proposed qualifications for incorporation in the Technical Specifications. The Manager, SEFOR will be in the off-site management structure with offices at Sunnyvale, California. We see no necessity for off-site position qualifications in the Technical Specifications (Reference ANSI, N18.1-1971). We also believe that the SSSC should report to the Manager, SEFOR Site (Figure 3) instead of the Manager, SEFOR (Figure 2) .
General Electric agreed (Telecon 10/20/71, C. Russell, SEFOR and A. Brauner, DRL) that the qualifications for the Manager, SEFOR should not be in the Technical Specifications and that the SSSC should report to the Manager, j SEFOR Site and suggested we modify the organization chart accordingly.
