Dear Mr. Thompson:

Illinois Power Company is implementing an Environmental Qualification Program which satisfies the requirements of 10CFR50.49. Prior to operation, the plant will have at least one path to safe shutdown using fully qualified equipment or will have submitted a justification for continued safe operation (JCO), pending full equipment qualification. All other equipment within the scope of 50.49 will be fully qualified or a JC0 will be submitted pending full qualification.

Illinois Power Company has in place a program which controls IE Bulletins and Information Notices frcm the time of receipt through closeout. This program assures that each item is reviewed for applicability to Clinton Power Station, and is acted upon. A record of both the review and action is maintained. Included within this program are those IE Bulletins and Information Notices which identify EQ problems.

I hereby affirm that the information in this letter is correct to the best of my knowledge.
