Systematic Assessment of Licensee Performance, October 1, 1982 through February 29, 1984

Dear Mr. Keppler:

Illinois Power Company has reviewed the preliminary In-spection Report 50-461/84-03 covering the Systematic Assessment of Licensee Performance for Clinton Power Station. Illinois Power Company is pleased with the results of the Systematic Assessment of Licensee Performance and has no comment on the specific conclusions reached by the Board. The reference to untimely management responsiveness is of concern, and Illinois Power Company will continue its efforts to raise management responsiveness to a more acceptable level.

This SALP has provided both confirmation of those activities being performed well and criticism of those activities that would benefit from additional management attention. Illinois Power Company will continue to support a strong, effective quality assurance program which will ensure quality construction, test-ing, and operation.
