Clinton Power Station Unit 1 SER Confirmatory Issue #71 Local Encroachments Issue Related to the Humphrey Concerns

Dear Mr. Schwencer:

This letter is in response to Messrs. J. Kudrick's (CSB) and M.

Fields' (CSB) telephone request of October 10, 1984 for our program to resolve the local encroachment concern. As you are aware, the Containment Issues Owners Group, of which Illinois Power Company (IP) is a member, has established a generic program to resolve this matter. IP intends to continue involvement in this generic program. In parallel with the generic effort, IP will conduct a plant-specific analysis to confirm the adequacy of structures subject to loads observed from the 1/10-scale encroachment tests.

The following is our schedule for completing the above:

2. Define load application. 11/01/84
3. Evaluate piping adequacy. 11/23/84
4. Evaluate structures. 11/23/84
5. Confirm conservatisms of plant- 11/23/84 specific loads based upon generic loads development.
