FEMA Audit of LERO Training Records On July 20, FEMA representatives requested of LILCO the opportunity to spot-check certain LERO training records, con-sisting primarily of training attendance logs and completed workbooks. LILCO told FEMA that the class of documents in question was massive and could not readily be reproduced or moved from its usual storage location. LILCO also stated that it was concerned about protecting the confidentiality of per-sonnel records and that, in its view, the documents in question pertained to implementation of its training program, a matter normally observed and tested in connection with a graded exer-ctse, and that they did not pertain to any of the contentions admitted in this proceeding. Nevertheless, out of respect for FEMA's overall supervisory responsibilities in emergency plan-ning, LILCO granted the requested permission on July 24, and FEMA representative Joseph Keller, accompanied by FEMA counsel Stewart Glass, Esq., visited LILCO's offices in Hicksville and reviewed the pertinent documents in place that same day, since other commitments in Mr. Keller's schedule required him to ob-tain speedy access to them. FEMA representatives did not re-quest copies of any of the documents they audited, and agreed not to-take any notes involving names of individual LERO workers (time did not permit whiting-out or otherwise deleting or coding individual names on listings).
