1. INTRODUCTION A periodic Type A Containment Integrated Leakage Rate Test (ILRT) was successfully conducted on the prituary containment strecture of the Arkansas Nuclear One, Unit 1

! pressurized water reactor. The test was completed on April 16,1992. The purpose of the test was to demonstrate that leekage through the primary reactor containment, and systems and components penetrating primary containment does not exceed the allowable leakage rate specified in the Plant Technical Specifications.

The test v>as conducted in accordance with the requirements of 10CFR50, Appendix J using the Absolute Method defined in ANSI N45,41972. The leakage rate was calculated for both the ' Type A test and the verification test using the Total Time methcdology and the calculationai requirements of BN TOP 1, Revision 1, " Testing Criteria for Integrated Leakage Rate Testing of Prima:y Containment Structures for Nuclear Power Plants."

Leakage rates for both the 'iype A test and the verification test were also calculated, for information only, using the Mass Point methodology given by ANSI /ANS 56.81987. The ILRT was performed at a pressure in excess of the calculated peak containment internal pressure related to the design basis accident as specified in the Final Safety Analysis Report (FSAR) and the Pitnt Technical Spec;f. cations.

l This report describes and presents the results of this periodic Type A test, including the supplemental test method used for verification. The summary of events and test chronology are presented in Section II, Test Synopsis. Plant information, technical data, test results and measureme system information are presented in Section III, Test Data Summary. The test results are compared with the Acceptance Criteria in Section IV, Analysis and Interpretation. A summary of the local leakage rate testing (Type B and C) performed since the last ILRT is also provided in this report as Appendix F.

condition following the local leakage rate adjustments specified by NRC IE Information Notice No. 85 71. 'Ihis failure resulted from the inability of Reactor Building Purge i penetratior. V.! to maintain test pressure between valves CV-7402 and CV 7404 when the local leaksge . we test '..as performed at the start of the outage. The difference between the "As Found" and "As Left" minimum pathway leakage for this penetration is unknown and j must be considered to be greater than L., since the penetration was unable to maintain test j pressux. The "As Found" Type A test result following adjustment for leakage savings for the remsining penetrations is 0.131 percent per day which is less than 0.75 L,.

The "As left" Type A test result reponed at the 95 percent upper confioence limit is _

0.125 percent of the contained mass per day. The acceptance cri rion specified in the plant Technical Specifications is a leakage rate less than 0.75 L,,or 0.150 percent of the contained air mass per day,

TEST SYNOPSJSS O Preparmions to pressurize containment for the conduct of the ILRT included internal and externalinspections of the containment structure; installation and checkout of the ILRT instrumentation; completion of all Type B and Type C local leakage rate testing; the perfomiance of the containment temperature survey; slignment of valves and breakers for test conditions; and the installation and checkout of the temporary pressurization facilities.

These preparations were completed on April 13, 1992.

Containment pressurization started at 1615 on April 13, 1992. Pressuri;.ation was suspended at 1705, with a building pressure of 1 psig, due to alarms received fmm smoke detectors in the cable penetration area. A containment inspection was made and no visible signs of fire or smoke were observed. As pressurization continued to 2 p.- g, an alarm was received from another detector. Again, the visuki inspection found no evidence of fire.

Pressurization was continued to 6 psig, at which time at least one detector in each of the four detection strings was in alarm. The original assumption was that the dust generated by building pressurization was causing the false alarms on the detectors. However, the effect Page 4 of 18

ANO Unit 1 ofincreasing building pressure on the sensitivity of the detectors was dete: mined to be the contributing factor leading to the false alarms.

Technical Specificanon 3.5.5 requires that 50 percent of the heat / smoke detectors in the areas listed in Table 3.5 5 remain operable. Since at least one detector in each cable penetration alea was in false alarm, the four detection strings were declared inoperable. In accordance with the Technictd Specification, en hourly roving fire watch was maintained while a Technical Specification Interpretation was developed to support use of the 24 ILRT temperature sensors in lieu of the roving fire watch. The Technical Specification Interpretation was approved the rnorning of April 14,1992 and pressurization resumed at Os50.

Pressurizatica continued at an average rate of 4.6 psi /hr using the 10,000 SCFM capacity availabic from the compressors. Pressurization was suspended at 1500 with a building pressure of 32 psig, while a 6 psi indicated differential pressure across the Quench q Tank was investigated by Operations personnel. Subsequent investigation revealed a zero U shift in the presst.re transmitter due to building pressure. The tank was verified to be vented and pressurization resumed at 1515. Pressurization continued at an average rate of 4.3 psi /hr. No containment fans were run during the pressurization period. At 2109, with a building pressure of 58.3 psig, the first bank of compressors was isolated. Pressurization continued with four of the seven compressors running - containment temperature started decreasing at this time. Another compressor was secured at 2150 and another at 2200. At 2230 on April 14, with two compressors running, the building test pressure of 60.43 psig was reached. The pressurization line was isolated and vented and the stabilization period started. The Tendon End Anchorage Surveillance inspection was also started at this time in accordance with ANO Procedure Number 5220.008.

The temperature stabilization period was started with data set number 132 at 2230.

Fours hours later, both the BN TOP-1, Rev.1 and ANSI 56.8-1987 temperature stabilization criteria were met. Stabilization data continued for 1.75 additional hours to allow for the contained air mass to stabilize sufficiently to start the test. The stabilization period ended Page 5 of 18 1

3 peridically conducted throughout the pressurization and stabilization phases - no significant leaks were observed. ,

The Type A test period staned with data set number 156, at 0415 on April 15. By 0530 the Upper Confidence Limit leak rates for both the Total Time and Mass Point leakage calculations were within the acceptance limit. At 0800, data trending alarms were output by the computer program for dew point sensor number 5, Trend alarms continued on this sensor due to its unstable performance - the dew point temperature changed by mere than l'F between successive readings. The decision was made to mask the output for this sensor and redistribute its assigned volume fraction tc dew point sensor numbers 1,4 and

6. No other instrument failures were observed. A successful six hour test was completed by 1015, with data set number 180. The Total Time and Mass Point Leak Rates at the 95 G Upper Confidence Limit were 0.1245 wt. %/ day and 0.0841 wt. W/ day respectively. All BN TOP-1 termination criteria were also met at this time.

15. Difficulty was encountered in establisHng a constant leak rate through the flow meters.

By 1130, the superimposed led rate had stabilized sufficiently to start the one hour stabilization period. A successful three hour verification test was performed from 1230 to 1530. The composite leakage rates calculated during this period were 0.2355 wt. %/ day for the Total Time method and 0.2330 for the Mass Point method.

Depressurization began at 1555 on April 15 and was complete at 0155 on April 16.

The primary flow paths were through four 4 inch ball valves installed on the Emergency Escape Airlock. Depressurization was accomplished in 10.3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> at an average rate of 5.8 psi /hr. Subsequent inspection of dew point sensor number 5 revealed that the sample line had fallen from the pola crane which resulted in the inconsistent behavior for this sensor.

6. Instrumentation Selection Guide (ISG) Calculation The ISG calculation is a method used to evaluate the total instrumentation systems' ability to detect leakage rates in the range required. The ISG formula is described in ANSI /ANS 56.8-1987, Appendix G and requires that the sensitivity must be at least four times better than the containment's allowable leakage (ISG s 0.25 L.).

The ISG calculated for the instrumentation used for this test was 0.036 wt. %/ day for the six hour test. The allowable value for this test is 0.05 wt. %/ day.

( The ISG value given by the computer for the end of test data point reflects actual containment atmospheric conditions and the number of sensors in service at that Page 11 of 18 l

ANO Unit 1 time. For this test, the ISO value is based on 2 pressure sensors,5 dew-point O seesors and 24 temperature sensors.

7. Sensor Calibration Information and Volume Fractions Appendix D, Miscellaneous Information contains a Sensor Information report. This report lists the calibration coefficients for each sensor, instrument serial numbers, DAS channel essignments and final volume fraction assignments as installed for the 1992 ILRT.

G. Description of Computer Program The Duke Power ILRT is written in the C programming language and runs under the Microsoft (R) Windows operating environment. Through use of pull down menus, the user is made aware of all program options at any given time. All data including individual sensor readings, containment average readings and leakage calculations are accessible through spreadsheet data display windows, graphs, standardized reports, custem reports and data files written to disk. The program provides for maltiple views of test data, both graphical and tabular, and also provides for real time updating of the O

V displays with each new data set. Both ANSI 56.8 mass point and BN TOP-1 total time leakage calculations are performed concurrently.

The ILRT program actually consists of two separate programs. The maire program, called LEAK.EXE,is a generic data analysis and reporting program. It can be used at any facility with no changes required, as its personality is derived from a configuration file developed prior to each test. The ' configuration file specifies all plant specific inforraation, such as station name, unit number, number of compartments in containment, number of each sensor type within each compartment, sensor calibration constants, volume fractions, serial numbers, DAS channel assignments and containment volume.

The second program, ctiled DATACQ.EXE, controls data acquisition and is customized for the type of system being used.

The ILRT program calculations were verified pior to test performance by loading a hand verified benchmark Raw Data File and Configuration Data file into the subdirectory containing the ILRT program. Following selection of the Configuration-Page 12 of 18

ANO Unit I data file, a Test Data file was recalculated by the program. Having rebuilt the Test Data k/ File, all calculated valu:s output by the program wem compared with the benchmark calculations. Exact agreement (to the same number of significant figures given in the Benchmark Summary) was achieved between the benchmark calculation and the ILRT program output. The. ILRT program verification documentation was attached to Appendix VII of the temporary instrumentation installation procedure.

H. Information Retained at Plant The following information is available for review at Arkansas Nuclear One:

1. A listing of all containment penetrations, including the total number of like penetrations, penetration size and function.
2. A listing of normal operating instrumentation useo for the leakage rate test.
3. A system lineup (at time of tc t), showing required valve positions and status of piping systems.
4. A continuous sequential log of events from initial surve) of containment to h restoration of all tested systems.
5. Documentation of instrumentation calibration and standards.
6. The working copy of test procedum that includes signature sign-off of procedural steps.
7. The procedure and all data that would verify completion of penetrations and valve testing (Type B snd C tests), including as found leakage rates, corrective action taken, and final leak rate.
8. A listing of all test exceptions including changes in containment system boundaries instituted by licensee to conclude successful testing.
9. Description of method of leak rate verification of instrument measuring system (superimposed leakage), with calibration information on flowmeters along with calculations that were used to measure the verification leakage rate.

IV. ANALYSIS AND INTERPRETATION l i

A. ILRT Test Corrections In accordance with 10CFR50 Appendix J. Section Ill A.I.D, leakage penalties mu t be added to the Type A test result. During the ILRT six penetrations in addition to the electrical penetrations were not placed in the post-LOCA abgnment. The penetrations and minimum pathway "As 1.cft" leakage rates are given below:

"As Found" Evaluation of Containment in accordance with NRC IE Notice No. 85 71, the "As Found" Type A test result p is determined by adding the total leakage savings resulting from repairs or adjustments V made to the containment leakage boundaries to the "As Left" Type A test result. These corrections are the difference between the pre-repair and the post-repair leakages (but not negativi.; calculated in the minimum pathway case, for each Type B or Type C penetration.

However, if penetration V-1 is not included in the leakage savings total, an acceptable value equi to 0.131 wt. G/ day for the "As Found" Type A test would result.
