Chairmant We are writing to-let you knov of our serious concerns Vith the Advisory Committee on Reactor Safeguards' (ACRS) decision to schedule its meeting to discuss the results of the Leng-Tern Seismic Program (LTSP) for the Diablo Canyon Nuclear Power Plant on August 7 and 8 in Bethesda, Maryland, and to request that this neeting be postponed and held in San Luis obispo County, California at a later date.

The ACRS has scheduled this meeting to revisv the Commission's recently released Safety Evaluation Report related to Pacific Gus and Electric's (PG&E) LTSP for the Diablo Canyon Nuclear Power Flarit . The Commission required PG&E to devole; and implement a LTSP when Diablo Canyon was issued its full-power license in 1984 due to L che Plant'f, close proximity to the offshore Hoagri fault. PG&E's final plan for its LTSP was completed in July of 1988 and subsequently reviewed by the Commission, the U.S. Geological Survey, and other independent consultants contracted by the Commission.

In reviewing PG&I's LTSP, the U.S. Geological Survey expressed particular concern with the accuracy of the report's conclusions relating to the " nature" of the nearby Hosgri f ault and noted that the fault may be significantly more volatile than previously believed. The threat of an earthquake could place the Plant and aurrounding populations in unacceptable jeopardy.

Plant is of great concern to the residents of San Luis Obispo We believe it is only fair and reasonable to request that the ACRS hold its haaring on the LTSP for Diablo Canyon in San Luis Obispo County so the people most affected by the Plant's operation vill have the opportunity to attend, or testify at, the ACRS hearing.

While the ACRS normally neets in Maryland Ve undarstand that it has, on several occasions, held field hearings at nuclear plant sites across the country. The gravity of the potential threat posed to the residents of San Luis obispo County by the Plant's proximity to the Hoagri fault warrants special action by the ACRS. We respectfully request that you direct the ACRS to postpone the August 7 and 8 hearing and re-schedule this hearing in San Luis obispo County to allov for the full and active participation of interested County J residents in this_important hearing process.
