Dear Mr. Keppler:

On May 5,1983 Illinois Power submitted Revision 1 of the HVAC Recovery Plan (Reference 1 above) for Stop Work Actions 014, 015, and 020 for your review and concurrence. Additionally, Illinois Power requested your concurrence to proceed with Phase I and II of the Recovery Plan in parallel with your review.

On May 19, 1983 Illinois Power received NRC concurrence of the intent of the HVAC Recovery Plan (Reference 2 above).

Additionally it provided NRC's understanding of Illincis Power's plan to proceed with Phase I and II activities as prerequisites to the inspections outlined in Attachment 5 of the Recovery Plan and that Illinois Power will request an exception to the Stop Work Orders in order to perform the inspections outlined in Phase III of the Recovery Plan.

Illinois Power Company has completed the prerequisites for performing the Phase III Inspections.

It is requested that you review Illinois Power Company's actions associated with Phase I and II of the Recovery Plan and 8310060409 e310o3 '

Further, to allow adequate weld inspection, we request your further concurrence to remove galvanox on all accessible first attachment welds, hanger structural welds and hanger-to-duct welds.
