AMENDMENT TO MARCH 24, 1981, AUGUST 6, 1981, AND DECEMBER 13, 1982 APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSES DPR-44 & DPR-56 On March 24, 1981, Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Units 2 and 3, filed an Application for- Amendment of the Licenses which requested that Table 3.ll.D.1, titled " Safety Related Shock Suppressors", of the Technical Speci fications

' contained in Appendix A of the Operating Licenses be amended to conform with the Standard Technical Specifications as required by 1

Mr. D. G. Eisenhut's letter dated November 20, 1980.

Subsequently, licensee revised its application of March 24, 1981, by Amendments dated August 6, 1981, December 13, 1982, and June 22, 1983 to reflect' shock suppressor modifications.

Licensee, as a part of the modifications to be performed during the Unit 2 refueling outage scheduled for the Spring of 1984, pro pos es to install additional shock suppressors on the Core Spray system and the High Pressure Coolant Injection (HPCI) systen piping to bring the pipe support design into conformance with the requirements of NUREG-0661, Safety Evaluation Report, Mark I Containment, Long Term Program. The modification involves the installation of two new mechanical snubbers, 14-MO-S-26 to the Core Spray system piping and 23-HB-S-110 to the HPCI system piping.

Accordingly, the_ Licensee hereby amends its application of March 24, 1981, by revising page 234a of Table 3.11.D.1 for Unit 2 to include snubber 23-HB-S-110 and by revising page 234o of Table 3.11.D.1 for Unit 2 to include snubber 14-MO-S-26.

Additionally, Licensee proposes to replace three hydraulic shock suppressors with new, high capacity, mechanical shock suppressors to bring the pipe support design into conformance with the requirements of NUREG-0661. The modification involves the replacement of hydraulic snubbers 10-HB-S-1 and 10-HB-S-8 in the Residual Heat Removal (RHR) system and hydraulic snubber 23-HB-S-16 in the HPCI system with new 2

. o mechanical snubbers. The new mechanical snubbers will retain the same numerical designations of the old hydraulic snubbers, i Accordingly,-the Licensee hereby amends its application of March 24, 1981, as amended December 13, 1982, by changing the letter designation under the " TYPE" column on pages 234m and 234p of Tabic 3.11.D.1 f dr Unit 2 f rom the letter "H" for hydraulic to  :

the letter "M" for mechanical to reflect the replacement of the hydraulic snubbers with mechanical snubbers. The proposed revision to change the number designations under the " Elevation" column of Table 3.11.D. l . f or Unit 2 f rom "93" to "95" on page 1

234m and f rom "103" to "101" on page 234p reflects the change in the elevation _ of snubbers 10-HB-S-1, 10-HB-S-8, and 23-HB-S-16 as a result of. implementing the modification associated with complying with NUREG-0661.

Furthermore, Licensee proposes to replace hydraulic anubber 10-HB-S-2 with a rigid restraint to bring the pipe support design into conformance with the requirements of NUREG--

0661. As part of the Mark I torus improvement modifications, all of the piping attached to the torus was re-analyzed for thermal, weight, seismic and hydrodynamic loading. Replacement of snubber

! 10-HB-S-2 with a structural steel guide was included in the analysis and found to be acceptable according to the criteria specified in NUREG-0661.

Accordingly,-the Licensee hereby proposes to delete hydraulic snubber 10-H3-S-2 f rom page 234m of Table 3.11.D.1 for Unit 2 as amended on March 24, 1981,-and December 13, 1982.

Amendment' Application dated March 24, 1981, revised the surveillance. requirements for shock suppressors to conform with

'the Standard Technical Specifications as contained in NUREG-0123, Eisenhut's letter dated

In the. application, several surveillance requirements were added in between Sections 4.11.D.4.a and 4.11.D 4.b of the requirements as they presently exist.- As a result, the number designations of the sections of surveillance requirements were changed in the amendment application to allow for the inclusion of the_ additional requirements, e.g. 4.11.D.4.b L , was changed to 4.11.D.4.d. Likewise, the section of the surveillance requirements referenced under the "High Radiation Area During Shutdown" column of Table 3.ll.D.1 for Unit 2 was also changed from 4.ll.D.4.b to 4.11.D.4.d in the amendment application to coincide with the changes made to the number designation of the surveillance requirements and to continue to

. reference the proper surveillance requirements. However, in subsequent amendments to the March 24, 1981 amendment application , a typographical error was made in that the section i

Accordingly, the Licensee hereby proposes to change the number designation of the section referenced under the "High .

Radiation Area During Shutdown" column on pages 234m and 234o of Table 3.11.D.1 for Unit 2 from 4.11.D.'.b 4 to 4.ll.D.4.d to coincide with the proper surveillance requirement as put forth in amendment application dated March 24, 1981, i

' discussed in this amendment application and as shown on revised

'pages 234m, 234o, 234p, and 234q of Table 3.ll.D.1 for Unit 2 reflect modifications to be performed during the Unit 2 Refueling Outage scheduled' for the Spring of 1984. Therefore, the Licensee hereby requests that these changes to Table 3.11.D.1 become ef fective following completion of the modifications. In accordance-with 10CFR50.59, Licensee hereby requests amendment issuance to accommodate making the modifications during the Refueling' Outage scheduled for February, 1984.

The proposed revisions to the Technical Specification described herein reflect plant modifications required to conform with the acceptance criteria contained in Appendix A to NUREG-

'0661,- and with the' Commission's Order for Modification of License and Grant of Extension of Exemption for Peach Dottom Unit 2, issued on January 13, 1981, and amended January 19, 1982. Since the proposed revisions reflect modifications that reduce the 5

4 probability _of failure in the torus attached piping systems, this amendment does not' constitute a significant hazards consideration.

The Plant Operation Review Committee and the Nuclear Review Board (off-site safety review committee) have reviewed these proposed changes to the Technical Specifications, and have concluded ~ that they do not involve an unreviewed safety question or=a significant hazard consideration, and will not endanger the health and safety of the public.
