The bearing water surge tank equalizine, line v.ith the buffer helium recirculators is the discharge of the brake and seal relea.e valves. Sufficient time had clapsed for snall valve lenha on A and B circulator brake and seals to preruncire the surge tank to above reactor pressure. Thin helium prennure would leak threngh tha water chech valve and the cater isolation valvc to pressurize the circulator
